That is the rocketeer! Two add-ons to his costume doesn't make a new character.
Sounds harsh, but you need to push the design more to be able to claim a new creation.

Yeah, and every superhero with a cape that flies is Superman. This is just one incarnation of the costume, there are two others in the story, they're all different. AND The Rocketeer wasn't original, it nodded to the Rocketman and Commando Cody serials of the 40's. So everything old IS new again.
